My Lord,

With reference to the concluding pera_raph

of my confidential despatch of the 23rd of July, 1930,

I have the honour to inform Your Lordship that, after

consultation with the Currency Committee, I have come

to the conclusion that, apart from the memorandum of Mr. Waddington, No.9.on page 41 of the Report and

r. Ferguson's letter No. 10 on page 48, there is no

great objection to the publication of the memoranda and evidence though it may lead to useless criticism

locally, more especially of the Hong Kong and Shanghai

Banking Corporation.

2. If, therefore, you should decide it

desirable to nublish the memoranda and evidence I

recommend that r. Waddington's memorandum and Mr. Ferguson's letter in reply be withheld from publication. They were written prior to the

formation of the Commission and the Acting Manager of

the PC Banking Corporation, of which Mr. Maddington was manager when he wrote his memorandum, h in fact expressed a wish that they be withheld.
